Place potatoes in a large saucepan and add enough water to cover. Bring to a boil and then reduce the heat. Cover and simmer for 10 minutes or until tender; drain.
Coat a large non-stick skillet with cooking spray. Add potatoes and onion. Cook over medium heat for 5-7 minutes or until golden brown. Set aside.
In the saucepan, combine the flour, salad dressing mix, salt and pepper. Over low heat, stir in the sour cream.
Gradually add the milk, stirring until blended. Turn up the heat, bring to a boil; cook and stir for 2 minutes or until thickened.
Pour over potatoes and toss to coat.
